About the role

You'll provide leadership and integration across strategic planning, asset management practice development, growth forecasting and condition assessment. The role ensures consistency, quality and innovation across asset planning methodologies and condition assessment programmes, while building a high-performance team culture. Through technical leadership, programme oversight and cross-functional collaboration, you'll enable robust planning frameworks, accurate asset data and investment-ready outputs. Your work will directly support long-term resilience, affordability and regulatory compliance across water supply, wastewater and stormwater services.

Key responsibilities

  • Develop and deliver investment plans for short to long-term planning processes.
  • Conduct technical investment analysis and planning in collaboration with key teams.
  • Review insights and change proposals from investment performance monitoring.
  • Ensure evidence-based prioritisation approaches for investment in three waters assets.
  • Provide technical investment insights to support business planning and operational delivery.
  • Mentor junior team members and support investment planning capability development.

Skills & experience

team covering asset planning practice, growth forecasting and condition assessment delivery

  • Lead the development, implementation and continuous improvement of the Asset Management System (AMS), Strategic Asset Management Plan (SAMP) and supporting frameworks
  • Ensure asset management practices, planning outputs and frameworks align with ISO 55000, regulatory requirements and Te Mana o te Wai
  • Embed asset performance, condition, risk and growth insights into strategic planning and investment decisions, and monitor measures and targets
  • Guide the translation of regional growth forecasts into infrastructure strategies, renewal priorities and investment cases
  • Direct strategic condition assessment programmes, including VHCA and non-VHCA assets and the Linear Condition Assessment Programme (LCAP)
  • Review and endorse business cases, planning templates and investment proposals, and advise executive leadership on infrastructure needs, priorities and risks
  • Build team capability through clear accountabilities, coaching, mentoring and PDP conversations, and promote the adoption of digital tools and analytics
